Hello all,
I have not found this in our docs anywhere..... so I AM ONCE AGAIN HERE SEEKING YOUR WISEDOM.

Our HOA prez will not be here for our next HOA mtg due to personal stuff. SHe called me and told me she wanted me to run the next HOA mtg. ( not an issue since I do this type of stuff weekly with my own staff at our office )

I am the secretary. Our VP has been missing in action for the last 2 meetings, recently sent us notice with a threat of legal actions against the board, and we all know he is on the collections list for dues not paid in the excess of 4 month.. > $1000. He will not be at our next meeting for sure, however, if he was the president feels he should not be the one leading the meeting, has no experience doing it and .... he does have his own agenda on items which in doubt would make it out to the discussion of open meeting. He has never been able to stick to the meeting agenda, gets side tracked and actually has had flaming arguements with homeowners, board members, lacks control of the situation.

Can the prez do this? I don't mind stepping up, but I have never seen this done before.

The normal progression of officer authority would be the V.P and according to Roberts Rules, that also would be the V.P. But knowing that he will not be present for the meeting, it would then be your position to lead the meeting. Unless your documents state otherwise, the V.P would be next in line, even if he is completely ignorant, he has the elected or appointed position. The President should follow protocol.

I agree with Donna. And, if the V.P. is inept, devisive and mostly unavailable, he should be removed from his position as V.P. I'm sure there is another director who could hold this position -- someone who, at least, attends the meetings w/o needless disruption!

The Secretary does not, by default, go into the presiding officer role, if the president AND the VP are gone. Usually there is a quick motion and vote for who is going to lead the meeting.

Since the prime duty of the secretary is to record the mintues, I would not think that person should also act as presiding officer of the meeting.

Be sure to hold your mini election just to be sure. And if you do get it, you must appoint a recording secretary ASAP.
