I need your suggestion. One of my association board members has quit claim and she moved out. People are asking her to resign and let new person run for board. She denied and refused. what do you think?

You need to read your bylaws; it should be stated who is eligible to serve on the board. I have heard of some assn bylaws that do allow nonmembers to serve on the board.

I think Mary has it. Your best option is to find something in your documents that requires Board members to be members.
As a note, I don't think that the quit claim is worth anything until such time as the recipient has filed for a new deed. From what I have seen the only value is in showing that others with a potentially stake in the property will not contest a deed. (You may already know that the phrase, "I have a bridge to sell." comes from people selling the Brooklyn Bridge. Upon payment they would issue a quit claim deed assigning any and all interest to which they held over. But of course they had no claim to begin with.)

In our state, until that claim has been filed at the county, she is STILL the owner. Do you allow absentee owners to be on the board?

But you do not clarify whether your governing documents allow for board members who are not owners.
Ours do.
If yours do, too, then I'm not sure what, if anything, you can do about it, other than wait till the next election and vote her out.
