I would like to know why a president will not accept items to be placed on the agenda by other board members. He feels he controls the agenda.

2nd--- what is the normal time to notify homeowners to an up-coming meeting , 48hrs, one week or ten days? Our community is made up of all retired members.

plese reply as these questions are quite upsetting.

1. The agenda gets approved at the beginning of the meeting. Insist that your itmes go under "new business" (or unfinished business, if it's that)

The president runs the meeting - he does NOT determine the agenda. HOWEVER, the president CAN refuse or stop discussions on items that are detrimental or injurous to the association, i.e illegal, immoral or frivolous.

2) your bylaws should tell what the procedure for Notice is.

The other board members need to realize the pres is only ONE board member and not let him get away with trying to totally run the show. If he persists the remaining board members can just vote him out of office the same way they elected him to be Pres. That is if your officers are elected by the BOD and not the members. There are specific duties that apply to the Pres which should be outlined in the bylaws and these are the only things the Pres alone should be doing.

Approving the agenda at the start of the board meeting is a very good idea but it is not something all boards do and it's also something that is most likely not required by the bylaws.

The thing is that the president is president of the association and chairman of the board. Further, if you look into Roberts Rules you will find that the president is one vote and only one vote. The president does not incur any special powers.

Our past president used to do that to me, too. Until I finally "called her" on it during a meeting. Before the meeting adjourned I said I wanted it noted in the minutes that I had twice requested that "ABC" be on the agenda and that the president refused to include it. She said she "forgot"....but it didn't happen again.
