What is the difference between a lien placed on a homeowner for failure to pay assessments and a lien placed due to fining for CC&R violations?
In NC the law says a violation lien can be forclosed on. I am not sure what that means.

in arizona, liens cannot be placed for failure to pay fines, only for failure to pay dues and late penalties.

Not sure what your NC statute says or means, sorry.

Our association in GA has placed liens for annual assessments (including late fees and fines)as well as violation fines.

In our association in Illinois, our fines become an assessment if not paid when levied. We can then file a lien and foreclose if need be (although we have never foreclosed...)

That means lien holder can take required steps to foreclose on property.
