Does this apply to (not-for-profit) groups such as HOAs?

Some states have open records laws that prescribe what HOA records must be disclosed, to whom and under what circumstances. They are probably more useful than the FOI Act.

If you are a Not for profit corporation- then yes your HOA must follow it.
