board of Director's voting

We have a board of 7 but one member will be away for a month.

If a vote should be 3 to 3 am I correct in understanding that it would fail as it does not carry the majority?

The motion would fail. A majority is defined as "more than half." Clearly, a tie vote, 3-3, is not more than half.

Correct...that is why it is so important to have an odd number of members and all of them at all meetings if possible.

Check you ByLaws for this: ours allow an absent member to participate and be counted in the quorum via a conference call where all members can hear him/her. So if you've got a speaker phone, and such a provision, you're good to go. Assuming you want that participation.

Be careful with the speakerphone. Make certain everyone in the room, including any members present, can hear both ends of the conversation. Otherwise, the board would be in violation of the open meeting (sunshine) law.

A simple way to make sure that there are no tied votes is to wait until this guy is back. You said he will be gone only a month. It is summer time and many associations suspend monthly meetings until Sept unless there is an emergency.
