Our ARB meetings are closed to the homeowners unless you are on the agenda. Is it legal for these meetings to be closed?

Unless your documents or state law specifies that the meetings must be open to all homeowners then it's probably within their rights to hold a closed meeting.

Maryland law states that, with a few exceptions, all meetings must be open. You need to check your state laws.

I too am saying that you MUST check your State Laws first. They are the presiding document. If there is no addressing a requirement for committee meetings being open to the membership, then your own documents should. If they do not require all membership and committee meetings to be open to the members, then the ARB meetings will be held according to the whims of the BODs. And that is not a good thing. There should be no matter ever decided in an ARB situation where the general members are not aware of.
