If a board is absent for three time during one year, can homeowners remove him/her?

You'll need to check your bylaws. In our HOA, if a board member is absent three consecutive meetings, he or she automatically loses his/her seat. if that's your situation (and the bylaws allow it), notify him/her of this. You may want to quote the specific bylaw in case of argument.

If the board member was absent three times, but this was spread throughout the year, it doesn't seem to me that's a huge deal, although he/she should give you a reason for the absence in advance.
