My Board is preparing rules and regulation for the HOA. Presently they have stated that the main clubhouse will only be used for special functions and Board Meetings. My question is can they deny access to owners if there are no meetings or special functions going on?

You may want to research your gov. docs. to see if this is addressed. IMO, the clubhouse should be available for club meetings, social events, etc. Of course this all depends upon the funds available for upkeep (elec, water, cleaning, etc.). If the assn is short on funds, the Board may have decided to limit use of the clubhouse in order to save money.

The BOD can make reasonable rules for use of the clubhouse but they should not deny a resident from useing it as long as the use falls within the perimeters of the rules.. Under reasonable rules, there has to be the responsibility for security and cleaning it up. Is there a monitor on site? These are all things that have to be considered before the BOD should just let it be oen to anyone without a specific purpose but what you posted seems to be unusually limited in it's use. After all, it is part of the amenity package that your dues support. Do check your documents under bylaws to see if the clubhouse use is addressed.

TerenaP1,

Absolutely, they can deny any homeowner NOT in good standings access to the amenities as well as suspend their voting privilege. However, I don’t know that you can deny those same HO access to the club house if they are holding a meeting.

That is something, you and I will both need addressed.

I think that this building should not be left open for anyone to wander in and out of. The Board should know what is going on inside of that building at every minute. Besides, there are utilities, liability, etc. to consider.

You didn't say what functions CAN'T be held there. That is the real question, to me.

Terena it is normal for an Association to close the clubhouse except approved HOA functions. Many will rent it out to H/O's for a nominal fee to cover the cost of utilities and wear and tear on the building.
