Is anyone familiar with the do's and dont's of these protected areas?

When our community was built a rock wall was installed around the perimeter of the protected area. (The protected area sits significantly lower than all the homes in our community. The wall is only about two-three rows high with rocks in some areas so a lot of the home owner's yards drop off quickly toward the edges. If a decision was made to allocate money to building the wall up and then back filling it to make more usable yard space would that be allowed given the touchy nature of the protected green belt? Could we even mess with the existing wall at all?

This is something I don't believe has come up here before. I would contact whoever is responsible for enforcing the NGPA and ask your questions to them in writing. All communications such as this should be in writing as it is proof that you did indeed ask the question and have proof of their response.

Glen has offered good advice. Here in AZ, most of the HOAs have water retention areas, the grade of which cannot be changed. I would say the city/county planning department should be able to advise you or perhaps put you on to the right agency. I wouldn't do anything to the area until I recieved approval from a govt' agency.
