Our HOA for cluster homes is responsible for the siding replacement if it fails. Members are requesting the removal of hornets nest on the siding. There is no budget line to accomadate all residents or frequecy of incidents per house. Home owners are required to carry home owners insurance. Some members of the board view is that the HOA is responsible for removal of nest and others view it is the responsibilty of the home owner. Hornets do not cause failure of the siding. Dec and By laws do not state responsibilty of pest control. What would be the best resolution?

Our Association (Condo) handles pest control under maintenance not as a separate line item. And if it's on the outside of the building in the common elements then IMO the Association should pay for it. To make it easier for our homeowners' to know who pays for what, I prepared a document breaking down the H/O's and the Associations responsibilities. We then had it reviewed by the attorney and made the changes he suggested and published it in a newsletter. Maybe something like that would help your BOD going forward. (See attached file)
