Our Townhome complex had major reconstruction done next to one border of the area which has caused higher traffic noise, trash and safety issues for about one quarter of our owners. The possibility of a fence along that street in front of the existing line of 20 foot pine trees is now under consideration.
Any thoughts from the audience on fairness to other owners who this does not directly effect or who foots the bill, maintains and insures this fence? Our Board needs some perspectives on how to address this issue.

put it to a vote. that's the price of socialism and democracy, paying for things you personally get no benefit from.

WCuster, if it is in the common area of your association then all homeowners should pay equally for the cost. The funds should have been in your reserve fund. If not, before making a special assessment there should be a meeting of the owners to vote on the special assessment prior to deciding.

All you can do is put it to a vote, but also remind those who don't live there that this may not be a desireable place to live without a fence which hurts everyone.

This fence is for the good of the entire development. It keeps ALL property values high. Consider it a part of the whole. No vote needed, except by the Board to get it installed.

The initial cost would not come out of the Reserve Fund. Once it is built, THEN it is moved into the Reserve Fund plan because it is 1) common property 2) has an expected life of 25 - 30 years w/ planned upkeep and repair. 2) the replacment would upset the regular budget.
