can i revise my post?
since i havent gotten a reply i will try and cut my question down.
I don't belong to the HOA but i am connected to their water well.
Am i somehow bound to their rules? we live out of city limits.
Please someone help me

Probably not. You will want to look at your deed as filed with the county just to make sure their weren't any "extras" that weren't discussed at closing (since few people read every line of every document at closing). Your agreement with the HOA should be part of those papers, unless handled under a separate contract. City limits don't have anytning to do with it. It what restrictions or agreements are attached to your property.
