When our board was elected the very first time, we did not have a quorum, but they where put into office. Now that we want to recall a board member do we need a quorum?

You must follow the bylaws which will tell you how to recall a Board member. If it calls for a meeting, there must be a quorum present to do any business.

The previous election where you did not have a quorum could have been declared illegal, since it was done at an inquorate meeting.

What do your rules say about recalling a Board member?

The first thing that you need to do is to go to the State Statutes 720;303 and that is what is required to do for a recall of a Board member.
Follow that procedure and there is no requirement for a quorum but a 10% by signed petition from the membership.

If you do not have a copy of the Statutes, go to "Google"" and key in
Fl Statutes 720. The first listing is the current set of Statutes. Print it out as you should have a copy for reference at all times if you want to comply with the State laws and Statutes.
