Where would one expect to find any rule about color of front fences? Rules and Regs don't mention paint colors. CCR's (20 years old-original) say the fence must be repainted the same color. But can't find out what the "same color" should be.
Word of mouth has been passed down, "Vista Tan" but several owners would like to
see a choice. Can the ARC make the decision and present to BOD. Will it need a
vote of the community (LOL)??? Certainly we don't have to pay for CCR revision???
We have a book of paint pallet colors for exterior makeovers. But several HO's
felt they could paint the fence/gate any color they used on their home/trim.
This is in CA and I have reread the docs and still can't find "the direction."
Appreciate comments/suggestions.

Sounds like a committee's job. I bet there would be lots of things that need updating and clarification. Head up an Architectural Committee and present it to the Board for approval, if that's how your rules are adopted.(or to the membership)

If your approved paint colors are 20 years old, it is more than time for a review. If your documents state fences must be painted the same color, that could go on in perpetuity.
You need a committee to gather some new colors together, presenting them to the members, and yes (LOL) get the approval of the members. You mentioned trim in a different color, so apparently you have that choice, but many HOAs do not. However, today more and more are opting to allow a contrasting color paint for the "pop-outs."
