We are a city owned mobile home park. The city has started to charge our snow birds a $20.00 electrical inspection
fee when they have their power turned on when they return in the winter. According to 723.025 the park owner cannot
enter a home without owner permission. My question is does the statement (replacement of utilities) give them the
right to enter and inspect these homes?

Why does the city or electric company have to enter a home to turn the power on? Isn't this done by attaching and removing a boot on the electric meter which is outside? I don't understand your question.

You are correct Bruce that they turn the power on and off at the meter. The problem is that they are charging the
home owner $20.00 for an in home inspection to make sure they have the correct ground faults and smoke detectors
installed. They only do this for the people who have their power turned off for the summer so that when they have
it turned back on they say they need to inspect the home.

Hmmmmm. Sounds like a silly excuse as a way to make a little extra money to me.

They must have passed a town ordnance or something similar that lets them get away with it. Maybe it's covered in some state law; don't know.

Sounds to me like the only way to do it is for homeowner to request turn on and get a date when the electric company will be there. Then be home on that date so you can let the inspector in or make arrangements for somebody else to let them in.

Seems to me that if the ground faults and smoke detectors are there this year, they'll be there next year too unless the homeowner removes them, someone breaks in and steals them, or they walk away by themselves.

I am going to take a dive and try to answer this:

No, city does not have the right to enter the home without permission (or a warrant, or exigent circumstances).

However, if an owner wants electrical power, they must give the city permission to enter the home. THus, 723.025 is still intact.

the city offers a service (electricity). If you do not want the city in your home, then don't get electricity from them.

Yes, Brian that is kind of where we stand. I am keeping the lines of communication open with the city manager
so maybe we'll get it straightened out in the future. Thanks for the reply.
