We are in the midst of HOA hell. I'll address one issue per topic.

As incentive to get people to volunteer for HOA positions, can we discount the board members HOA fees or pay them a monthly "salary".I'm not saying this for furthering my own finances, but want to encourage others to participate, instead of the same 4-5 who do it begrudgingly for years (me being one of them!) because no one else will volunteer. Again, this is not for my benefit. I just don't want to any longer and feel that we need new blood.

This matter of Board "perks" comes up often. Sadly, there are none. Board members are not paid, usually.

However, our Board members are not "paid" for their volunteer work UNLESS it is highly specific and/or specialized. Our secretary gets paid a small stipend, plus overtime hours because there is a lot of bookkeeping services done by her. Another Board member, who is a licensed, State certified water technician, is also paid hourly for her services.

The answer should be no. Are you a not for profit organization ? I would check with your attorney on this one. If you pay for someone to serve you may be opening yourself up for litigation you may wish to avoid!

check your rules... many of them expressly forbid payment to board members.

then, check your state laws. there may or may not be anything there.

I must correct a common misconception: Non profit and not for profit corporations can pay officers, board members, workers, etc.. I have many friends who are professional boy scouts, for example: work for the district offices, regional offices, etc. Also have friends who work for the American REd Cross.. I almost took a career with them myself. There's no laws against a non profit or not for profit paying for workers/having employees. However, there MAY be laws, and usually there are definately HOA rules that forbid payment for HOA board members.
