If anyone has done newsletters: What is meant by Publication number ____, and Issue number _________? I can understand the issue number changing.... if one has sent out a total of three newsletters, then it would be issue number 3 but what is the Publication and why even use it?

This is a throwback to the old days when scholarly publications would use continuous page numbers through multiple issues. It would help you look them up. Volume 4 Issue 10 might start with page 696 and run through 842. Issue 11 would start at 843 and so on. Today, all you need to do is date it.
