If there is a ballot proposition that is sent out that says

A) Vote here if you do want the board to continue Plan X
B) Vote here if you do not want the board to continue Plan X

If the ballot is defeated, either by votes for B or even not even votes for A, does this mean the board is prohibited from doing anything else with Plan X? Please notice that the ballot does not just say the option to continue Plan X but explicitly has both options.

Robert, it means the ballot failed to pass. It does not prohibit the Board from taken other actions they deem appropriate.

I am not quite sure I understand. Do you mean the board can continue Plan X?

The motion was worded wrongly and someone should have spoken up!

If the plan is already in effect, then the motion is to stop it.
"I move that Plan B be discontinued." Aye or Nay.

If the plan had to be renewed, then that is the motion.
"I move to renew the Plan C for another 5 years." Aye or Nay.
