We recently had our board meeting and a resident stated that for each condo there is a certain percentage that should be carpeted and if not they may be subject to fines. Is this something that each condo board puts in their rules and regulation or is this pertaining to state laws?

that has to be, if it actually exists, a local condo rule. I cannot imagine the state that would regulate the amount of carpeting required in a home. Even England, queen mother of the Nanny states, doesn't do that.

The reason for carpeting in a condo is to minimize noise, especially on the floors above the first floor. This would be considered a nuisance to those residing on the lower floors if one had wood or tile floors. You would hear every footstep.

Paul is right. Upper floors in condos usually require most floors to be of a "sound reduction nature" meaning carpeting. The allowance in older units gives the kitchen and baths to be tile or a hard surface with the remaining areas to be carpeted for noise supression. This is not unusual in older units. In our area, most floor divisions are concrete and still require the carpeting in 75% of the unit.

Why didn't you ask the person who made this statement WHERE that rule comes from?
