I would think the answer you are seeking can be located in your governing documents.
In our covenants the board isn’t required to notify any owner of an increase as long as the increase isn’t more than 10%, a year.
The board (of which I’m a member of) felt that as much notice as possible is in doing what is right for all homeowners.
Remember that the board members are also Lot owners (more than likely) who are subjected to the same assessments/due as you are, therefore they too will need to pay the increase.
I don’t believe that there is anything illegal about the increase unless otherwise, stated in your governing documents or state statues.
