Greetings, all! A neighbor is requesting that a tree that is on HOA property be removed because it drops to many pine needles in his yard. I don't care one way or another, however, would it also be reasonable to reach out to canvass the neighbors to see if they want the tree to remain?

Trees drop leaves and needles, sometimes they end up on other people's property. That's life. I would not remove a tree just because someone is unhappy with that fact. If the association were to decide to remove the tree due to the owner request, then I would suggest the owner should pay for that removal.

By my reading, that's tough luck for the neighbor. See for example https://answers.justia.com/question/2026/06/22/how-can-i-address-neighbor-s-tree-branch-1124320

The neighbor apparently has the right to cut branches that cross over the property line into his lot. But the board should not be giving him legal advice.

All the board can say to this owner is that the HOA does not have responsibility for the pine needles.

In my experience, owners do not like the idea of cutting down trees. It can be very unpopular. They even get concerned about trimming trees.

Trees are often considered very valuable, and cutting down a tree harmful and damaging.
