The answer is simple. You have two options:
1) Tell the Board. This can be done individually, by a single letter with multiple signatures, or in person by attending a board meeting. The more lot owners you have, the more likely that the Board will listen,
2) Gather support, be a candidate and vote the bums out (so to speak) at the next board meeting. This way, you can change what was done or, at the very least, be part of the decision making process.
However, first you should do the following:
1) ask why it was done.
Was it done for erosion control?
Was it done for aesthetics (someone thought it would look good)?
2) What was the cost?
What might it cost to make changes to it?
Two notes of importance:
1) Aesthetics is subjective. It's a personal opinion. What looks good to you might not look good to others.
2) Concern on resale value is just that, a concern. Unless sales have slowed and prices dropped since the boulders were added, you have no idea how the change might impact future sales.
Therefore, raising that concern without documented numbers would, in my opinion, be a waste of time.
