Board voted to hold a "town hall" type board meeting. Since then 3 of 5 have gone radio silent. Deadline for sending notice is drawing close. What happens when a quorum will not communicate? We have several matters pending. Yes, I know we have a dysfunctional board.

Town hall meetings, in my opinion, mean that no vote is taken and it is an informational meeting.

Expecting that to be the case, a quorum isn't necessary - as business (translated to voting on something) will not be taking place.
