Why don't these owners follow the very governing documents and very statutes that they want the board to follow?

The correct way to handle this is through either a recall compliant with the bylaws and Florida statutes, or a massive campaign to get rid of the directors they do not like at the next regular, annual election.

My first take is that the assessments are too low, work needs to be done and some simply do not want to believe the work required.
Based on comments, I expect that the Association is using a cash flow reserve study and they had a few more repairs than expected.

They are looking for 500 signatures but, according to an internet search, there are only 379 residences.
