President wants HOA property annexed to city. President works for a member of the city council. President discusses annexation with city manager without telling board. President wants to represent association in discussion with city about annexation.

This HOA President needs to be removed from his position as Board President. In my opinion, he disrespected the rest of the Board by his actions with the city officials without the knowledge of the rest of the Board or the owners of the HOA. He appears to love power......

I agree. At the very least, he has a material conflict of interest that should prevent him from discussing or voting on the matter.

You're right, but I've seen too many complaints about Terri's board president and assuming this is the same guy, nothing will happen because the community and the rest of the board continues to let him do whatever, either because they're afraid or intimidated. That has to change before thus behavior can stop.

Why does an HOA need to be represented in an annexation? Either the HOA wants to be annexed or they don’t. If they do, the board should simply pass a resolution and send a letter to the city stating they desire to be annexed. Your HOA is residential property, it’s not like you are going to negotiate tax abatement or other special consideration as part of an annexation.

Cons are costs of application, Environmental impact report, our streets are substandard so the city would not accept them unless upgraded, the cost of water delivery infrastructure, and being newly subject to the onerous city code, including zoning changes. We would have to install street lighting and a fire hydrant every 300' where there is now no water. We all have wells. The cost would be astronomical - just to provide what we don't need.

I understand all that, but cities prefer to annex unimproved land so they can require it be developed to serve their tax base and be developed to the city’s standards. It’s also more economical for a city to collect taxes and provide minimal services to commercial property 8 hours a day / 5 days a week than residential property requiring maximum services 24/7.

Generally, cities don’t get to annex a residential area and then require the annexed owners to spend millions street, fire and zoning upgrades. The president’s and the council members crazy idea notwithstanding, the city manager isn’t likely to support this annexation to the rest of the city council even if your HOA requests the annexation.

If in CA a city can require upgrades, the city isn’t going to pay for it and that will be the end of negotiation.

That supports my theory that part of the reason the city manager does want to annex is to get control of our undeveloped road that transects a 200 acre parcel next to us that is for sale.
