I want to get the ok to cover this dome. I built it without Hoa approval but think they might not like me covering it.

Why should they approve this when you didnt bother to get approval to build this thing in the furst place? You could have avoided this by checking your documents to see what was required for approving exterior changes. Do you think the CCRs apply to everyone but you?
If domes aren't specifically mentioned, you could have gone to the board and shown them what you wanted to do and gone from there. Now you've put yourself at risk for them ordering you to tear it down at your expense.
Sounds like a slice of humble pie may be in order. Consider going to the board with an apology for not following the protocol and then asking about approval for the done cover. If you reach an agreement, get it in writing - and next time, don't assume anything.

It’s a possibility your HOA cannot approve because both violate provisions in the declaration.
