Is it common in other HOAs to allow external groups/organization that residents belong to to use of HOA Amenities?

Only in the form of a bona fide member (owner) of the HOA who rents the amenity out for say a party and signs appropriate waiver forms.

Normally this is use of a club house and not a pool. The owner must be present, accept responsibility for damage and pay the normal fees to use the facility the same as reserving the facility any other function. It works well for small groups who use the facility during low use periods such as card, book, or other small clubs. Larger groups for 1 time a year functions during peak hours is not abnormal.

Typically, if the Association is allowing external groups/organizations to use facilities, those facilities must be ADA compliant.
