Our HOA would like to avail itself of Grant monies available (federal or state) for various programs and activities (fitness, community gardens, social, etc.). Hoowever, it has been difficult to get specific contacts and information on what is available and where / how to apply. Does anyone have sources that can be shared?

Good question.

Most grants are made to individuals or governments (city/county/state).

I have not seen any grants available to HOAs

Google to the rescue:

TL/DR:

Grants exist. They appear to be for particular purposes (often for infrastructure). Consult with the HOA's accountant/tax professional concerning the financial implications of obtaining the grant. Also read the grant's fine print - there will be hoops you need to jump through to get the money. Keep good records to prove that the money has been used for its stated purpose. Consider what would happen if you did not use the money properly or couldn't prove that you have done so, and how you would repay the money if necessary.

HOA grants tend to be very local based, not state or federal based. Grants I have gotten:
$500 playground inspection grant
$600 wildflower gratn from local native plant society
$1200 tree care grant

$10,000 Neighborhood matching grant, this one is available in a few large cities

Many of the local grants are pay up front and reimburse latter grants. and they require social activity/volunteer hrs valued at $30/hr. so if you want a $3000 grant you need 100 hrs of people going to a movie or eating ice cream etc.

It is not too hard to get people to particpate for something free like a movie, but if the grant requires actual volunteer work, good luck I've found after all the work, might be easier to just hire a contractor. people are busy and do not make time for the HOA. it is low priorotiy

I don’t believe you will find many grants for HOAs.
