I'm thinking of writing an article for our newsletter in the form of a game.

I would list real life situations and ask the question if it's an Association issue, A police matter or both?

Thinks like:

Parking on the other side of the street in front of your driveway (county roads).

Loud music.

Barking dogs.

not mowing the lawn.

signs.

Do you have any suggestions?

Security cameras that capture part of neighbors house/yard.

Security lights shining on a neighbor's windows.

Escaped former treasurer and director of a self managed association.

Don't forget disclaimers: "this is not legal advice", "when in doubt, call the police", etc. You don't want someone to get hurt because they made the wrong call and then sue the association.

Pets tied to a tree on a hot day (or zero degree weather) for hours with no water, food or shelter

Trash cans or carts overflowing with junk that's spilling/blowing into your yard

One more - the city curfew is 8 pm for kids under 13, but some neighborhood children are outside in their front yard making A LOT of noise (this gets into a discussion as to whether the front yard could also be considered a public place - e.g. what if this was happening in the community playground?)

Perhaps simplifying it to is this an Association Issue or not?

Parking on the other side of the street in front of your driveway (county roads) - police matter unless your HOA can regulate a county road.

Loud music - maybe a police matter depending on the hour, maybe an HOA matter is they have noise regulations.

Barking dogs.- same as above.

not mowing the lawn - maybe a zoning violation depending on venue and HOA matter if proper regulations are in place.

signs - if the signs are commercial - a zoning matter. Otherwise HOA matter.

Since I've lived here, I've found this state is at least 10 years behind the times (even further, depending on the issue). There was some talk about legalizing recreational weed in the legislative session earlier this year after it was noted how Illinois, Ohio and Michigan have had a bump 8n tax revenue because of it. It died down just as quickly.

hoa owned trees branches over your property line. in NC it's up to the homeowenr to trim them if they want, unless tree is diseased and then its' HOA's responsibility

I had a Husky that has passed on, I had a difficult neighbor that eventually was making online threats to the welfare of animals.
Before all this brewed, animal control received a complaint that I was abusing my Husky leaving him outside all day in 100 degree heat with
no water or shade.

Animal Control came to my house for a welfare check where I was sitting by the back patio door watching him.
My Husky had dug a hole that he always laid in paws in the air tongue hanging out, He looked like a giant furry goofball.
He had a mini kiddie pool to play in and a 3 gallon pail of fresh cool water to drink. I never let him stay longer
than 20 minutes outside in 100 degree heat. It was brutal bringing him inside. When the AC officer came she just rolled her eyes
laughing. My husky hated snow, Mt Charleston, Brian Head or Duck Creek Village, he hated snow.

In this day and age everybody is afraid to do anything. FHA regs have HOA hands tied. When I was a kid and did something disrespectful
I was properly GIbbs slapped by neighbor stranger or family.

This days see something say something is a giant joke because people don't know how to properly say something when it is the right time.
