I am a member of an HOA in Maine. We only have 5 members. At our recent Annual Meeting, 2 of the members cancelled last minute. This has happened in the past, and I seem to remember that in voting on the motions, the absent members were recorded as "abstain", except in financial/budget matters, they were to be recorded as YAY. I may have this backwards, but now I can't find the documentation. It's not in our bylaws. Does anyone know the rule?

If they are not at the meeting and did not send in a proxy, they simply do not vote.
At best, you would list them as absent.

I suspect that you still had a quorum if 3 of the 5 attended.
This means you could conduct business and, unless stated otherwise, a simple majority of those at the meeting is all that is needed.
