Our community is also under a Community Master Association encompassing single-family homes, HOAs and COAs.

What Florida statutory regulations need to be followed for such an entity, and who would enforce them?

How do I obtain their official documents or even which I should be able to access?

If you are part of the Association, you can always write them and request a copy of the governing docs.

If they are incorporated, some documents might be available from the States corporation commission site.

If you live in a condo, you would be subject to your condo governing documents and FS 718 for the condo association. You would also be subject to FS 720 for the master association and their governing documents also, and generally the master association docs take precedence over the condo association docs.

I live in an association like this. Condo owners pay dues to both the condo association and the master association. The master association rules on renting out units, parking, etc. take precedence over the condo association documents and they also cover all of the common area that is not part of the condo association. It can get confusing and complicated. For example, if a condo owner wants to rent their unit, they condo board has to do a background and credit check and give approval AND the master has to give approval, plus take a deposit for damages of common property. So the two associations have to work together on all rentals and the master can overrule the condo association.

You should have gotten the governing documents of both associations at closing (it's the law). You should read them both. Usually condo units are treated the same as single family units. Everyone gets one vote in the master association, but you may have two boards (condo and master).

Florida statutes for both HOAS and COAS (FS 720 and FS 718 respectively) require that both HOAs and COAs have websites and that they publish their governing docs there (only exemption is for tiny COAs). There are many other documents that are required to be published on the website also. All the information you are looking for should be there.
