Supposing a director asks the chairman for an agenda item for several months and the answer is always no. Then a local government is taking action on that same agenda so 4 of the 5 directors decide to have a meeting about it, write a draft notice and agenda, schedule the date time and place, then all of a sudden the chairman pipes up, changes the agenda order, changes it from in person to Zoom and takes over?

I expect that, regardless of who calls the meeting, the governing documents specify that the President/Chairman presides at the meeting.
I further expect that those who can not attend may attend electronically (zoom).

Other than the individual being a jerk, I see nothing procedurally incorrect.

Of course, I'm simply supposing.

You have posted about this president a number of times in the last few years. My take: The president is no longer the problem. The problem is the directors who will not vote either to replace the president or override certain decisions by the president.

Campaign for new directors. Wait out the president's malevolent decisions as best you can.

Directors are overriding president's plans. This is another example; calling a meeting on subjects he refused to put on agenda.

We had decided on an in-person meeting and had prepared the notice and agenda. The reason is that we have maps to review. Now it will be much more difficult.

In a state where an agenda does not restrict business that may be conducted at a board meeting, one board member simply brings the item in new business, there is a discussion and possibly a motion for an action.

In your situation, the member should make a motion at the board meeting the topic be added to the next months agenda.

a chairman only leads the board meetings, they don't get to decide what to add to the agenda. All directors have equal power to add something to the agenda. The board will decide whether to take action on the item.

In California,
The board members are prohibited from are having discussions outside a meeting and the only topics that may be discussed at a meeting is what’s on the agenda. How the board determines what is or isn’t on the agenda is a bit baffling.
