We live in a HOA park we have a house that looks like Crap she had the front yd filled with tree Bark and has everything you could find at the dump put on top of the Tree Bark and up all along the side of the house as well,she has nailed her rake and shovel to the side of the house takes them down usees them and puts them back the HOA said its ART and they can't do anything about it. Well we all got letters to clean up our Carports or we would get Fined, i said the carport is off the side walk and i understand some need to be cleaned up,but the House with all the so called ART is right next to the side walk and can be seen by everyone so telling people to clean their Carport and not telling her to clean her front yd.is hard to understand.Again was told its ART we can't do anything.So to me HOA By Laws are only for some and not others.The Lady accross from her house dropped her price 30,000 just so she could sell it.HOA Laws are a JOKE we never ever should have bought into an HOA.

Does your city have an ordinance or a city code that pertains to this issue? Does your HOA have any architectural or landscape standards that the board needs to follow?

Norman has brought the "yard of art" (for lack of a better phrase) up several times in the past.
Per those threads, Norman said the board did try to have the items removed but lost or was advised not to pursue (forget which)

Why when I read this post do I envision the junk in the yard at one house and several houses with car ports filled with junk?

This is what happens when no one is enforcing rules.
