Our HOA recently changed our gate access in the pool area to now require a key card to get in, as well as out, of the pool are.
Getting in is obvious, however getting out with a key card brings up safety concerns and not sure if this move was legal to do or not
Anyone here have any views on this and if wrong, what could be done about it.
The change appeared to be a one sided quick change by our HOA president and says it’s for insurance reasons.

I agree with your concerns. Some discussion that does not settle anything other than advising contacting the fire Marshall in your city and asking:

I doubt the situation is illegal unless it’s an indoor pool.

Yeah, Our outdoor pool requires fobs to get in, but users push a button to open the exit gates. Pretty sure the City requires that

You'll likely not pass code with your gate exit being tied to keycard. The better option, whether code or not is applicable, is to have "key entrance," but install grate or solid plastic to block hands from reaching around your gate, then installing a panic bar exit button. Your HOA president either hasn't sought counsel or is not thinking this decision through.

My community will not allow restricted exit access to leave the pool. In a panic-fueled emergency, even finding a keycard can be tough.

Above all, you're not going to stop people who are truly committed to trespassing at the pool. That's a human management issue
