Today, I saw the hoa board and property manager walking inside condo carports and garages. They were writing violations. Are they allowed to enter without notice. The carports and garages are exclusive use.

"Exclusive use" items are still common elements. Check your CC&Rs for definitions of "unit", "common elements", and "exclusive use common elements" and who is responsible for maintaining them. Also check the restrictions section of the CC&Rs to see what it says about things such as storing hazardous materials.

An area reserved for the exclusive use of a unit owner is called limited common element Limited common elements are not the sole property of the unit owner and generally allow 1 specific purpose.

If some of your owners are using the limit common element for storage, this is generally going to be a violation and your board is within their rights to enter and inspect these elements.
