I hate to break this to you, but government agencies aren’t even required to keep records forever. In most states, there is a records retention policy and some records are rather short lived.
FL 720.303 {emphasis added]
(4) OFFICIAL RECORDS.—
(a) The association shall maintain each of the following items, when applicable, for at least 7 years, unless the governing documents of the association require a longer period of time, which constitute the official records of the association:
6. The minutes of
