I recently had a water leak in my condo (Hawaii) We had hired someone to come open the wall for plumber so pipe could be repaired (took 6 weeks for HOA to approve repair)

The site manager turned our licensed/injured workers away as HE hired a non lincensed/non injured company to come open the wall. On top of that site manager signed the agreement stating he represeted us the owners and he had the autority to sign for us , he used his name sign to sign with. We were totally unaware of change in vendors and his workers did damage while in out unit..oh and site manager didn't mention his workers that there was asbestos in wall.

Anyone else ever has a similar situation??

Who did the site manager work for? If it was the company hired by the association, did you tell them? If not, why not? How did you learn these people didn't have the proper license (as soon as you found that out you should have insisted the work stop and contact the licensing agency, if necessary.)

You really really need a private attorney to work on this, as you might have a l awsuutvon the h I rixon. It may also be the association isn't aware of what's going on (the site manager might have fone all this for some extra payment from someone.)

Isn’t Hawaii a state not requiring.licensed plumbers for residential plumbing?

Beyond that, was this repair your issue or the HOAs issue. If the HOA is paying the bill, they chose the contractor.
