Are there any rules about setting the fee for resale packages in PA? Can the HOA board set the fee and/or raise it at their discretion? Thanks in advance for your help.

All the fees your HOA may charge are in your Association’s declaration. The fees may have caps that must be amended by the homeowners or at the discretion of the board.

Most states do not regulate these fees.

the Uniform Planned Community Act (UPCA) in Pennsylvania does address fees related to estoppel certificates and other closing documents.

Under 68 Pa.C.S. § 5105, the UPCA specifies that an HOA may charge a fee for providing an estoppel certificate, but this fee must be reasonable. As of my last update, the law allows associations to charge up to $250 for this certificate, but it's important to verify if there have been any recent changes or updates to this amount.
