Does the rofr belong to the already members of the association,and if a already member acts on the ROFR,does that mean it was waived or accepted?

Typically a ROFR is for the BOD to decide on, not an individual owner.

I think our bylaws use the word "association " and not "the board"which is different.

The board is the decision making body of the Association and speaks for the Association. When the board opted not to exercise the ROFR, they acted for the association.

If the board would had decided to exercise the association’s ROFR, the association would have purchased the property.
