We are working on updating our rules and regs. Right now, we don't have any age restrictions on our billiards room. We have had some teens hanging out in there but generally not causing trouble. We have a great camera system and the one teen who damaged the felt on a table was caught on camera and his dad paid for the repair.

We are thinking for safety reasons we might want to put that children under a certain age (maybe 12 or 14) must be accompanied by an adult. My question is if this might cause some problems with fair housing regulations and discrimination against families. The other concern we have is that we do provide the cues and someone can get hurt.

Maybe we should just leave it alone.

It doesn't appear you have a pattern of foolishness, so I'd leave it alone for now. Your security camera caught 5he kid who damaged tge felt, so as long as it's in a tamper proof location, you should ok. These days, kids and teens seem primarily interested in video games anyway.

Check with local and state laws, I remember when I was young, many places had a must be 18 or 21 to play billiards.

Rules that are created to keep children safe (but not to ban them) will not create issues with fair housing regulations. It would be fine to have children under the age of 14 to have someone at least 18 accompany them to the billiards room. It sounds like you already have things figured out with the cameras though.

Under the FHA in mixed-age communities, children must be able to fully enjoy community facilities in the same way as other residents do. Any rules restricting their use of amenities or common areas are not enforceable.
