What convinced city leaders to look into this? (I assume money.) Has the city spelled out in detail what "for the entire city" involves? Are there any exceptions? Does the fact that your streets are private make a difference? What about being in an HOA?
At this point, it may be too soon to know these things, and the city may abandon plans if officials can't reach a meeting of the minds with one of the garbage haulers. A city-wide contract may end up being a better deal financially for owners. And if your HOA isn't covered by the city contract, you're probably no worse off than you are now. (I say "probably" because if your current provider is awarded the contract, there could be repercussions of some sort.)
So I wouldn't get too worried yet.
