This question comes as a point of order for an HOA board...

Can an HOA board of directors vote on any order of business by email, outside of an announced meeting where the members are not notified? Would doing so constitute a secret meeting?

Voting outside of a board meeting is called "Taking action without a meeting." The first place to check is your Bylaws. If not there you'll need to review WA HOA statutes and/or non-profit corporations codes. So this basically is a WA state legal* question. If you look into statutes, You might try to Google: "Are HOA board in Washington state permitted to take action without a meeting?"

Some states allow boards to take such "action" under almost any circumstances. They might add that all directors must participate and all must agree with the decision/action. They might go on to say the motions and decision must be reared in the next board meeting minutes.

Some states, CA is an example, only permit HOA boards to take action without a meeting in true emergencies when there is no time to give 4 days notice (req. in Calif.) a board meeting.

*"Point of order" is from Robert's Rules of Order and can be called by board members during their meetings, or by owners during their meetings.

Kerry described it perfectly. Action without a meeting will range from only in an emergency to standard business practice. Which is possible will depend on your docs and/or state laws. Typically, such can only be done with all members of the BOD agreeing to such action.
