Sheila, fixing vs solving is a never-ending issue. There is no amount of transparency and due diligence that will satisfy someone who seeks drama.
This will be a good read with my morning coffee.

This dilemma touches on something I've observed before: that HOA governance strongly encourages short-term thinking and almost makes it inevitable. Some exceptions would be the laws that mandate funding of the reserves and inspections of condo buildings. But these laws don't fix or solve anything since they address the sources of the short-term thinking (human nature plus the nature of HOA funding).

I sometimes think that HOAs and COAs are set up to fail, and then everyone is shocked when it happens. I'm often surprised that things work as well as they do.

The article also mentioned behavior and Jackie mentions the drama llamas. What I've discovered is that the board can behave in ways that discourage the drama - ie., the consistent "brief, bland, boring" response that doesn't reward the drama. The board can be fooled into thinking that they've solved the problem when the person calms down and stops stirring up trouble. Nope - because the source of the problem is the emotional makeup of the person and the benefit they get from conflict. The board doesn't control that. It can only remove the emotional payoff by not engaging, and this is an on-going effort.
