Setbacks, easements and right-of-ways can be confusing.

Setback, and I expect you intend to say building setback is the distance one must be from the property line to place a home/outbuilding.

In some areas, there is also a street right of way which is typically measured from the center of the roadway.

Often, a building setback and road right of way are added together to determine your building setback.

Setbacks are determined by county or city code.
Setbacks are also determined by your covenants (CC&Rs).

As an example, In my development, we have a 25 foot road right of way and the HOA requires a 30 foot front setback. This equates to the front of the home being no closer than 55 feet to the center of the public road.

Your setback should be shown on your final PLAT or a site plan.
You can obtain PLATs from your local property records office.
Site plans should be from your builder or architect.
You can also pay for a surveyor to give you a site plan.

It could be in your Declaration. Ours describes setbacks for fences and buildings.

Try contacting your local building department to see what setbacks are required by local law.

You will likely find it in your closing documents with your property description and plat.
If it's not there, your county recorder will have it, it may be online too.

Why do I get the feeling you haven't taken a long look at any of your documents to see what they say? I know there can be a lot to CCRs, Bylaws, rules and all that, but you really need to take time to see what else is in there that you might not be aware of.
