we are part way through the revitalization process, and have submitted our application to talahassee. after 2 state entities review and approve (hopefully) we will be required to record them at County.
than we must copy the entire package, and distribute to every owner, not a easy feat. is there any way that owners can wave their right to receive this huge package of old CCRs of little relevance.

You might think the old stuff is no longer relevant, but other homeowners might not think that way. I don't like the idea of owners waiving their right to receive documents in specific formats - once you get the information out, you might be able to charge printing and postage for extra copies. Check with the association attorney.

Would it be possible for the association to send the new documents in a PDF via email? You could poll the homeowners to see how many would be willing to accept them that way (they're responsible for giving the HIA current email addresses). Check with the state to see if this would be acceptable and send them that way.

For the folks who prefer paper, do double side printing to help reduce the number of copies. You might also be able to skip printing the old section and write "section such and such was repealed with the 4/1/24 update" in the spot it would have gone.

Does the statute require providing the old CCRs? If so, I say obtaining a waiver as you describe would be hazardous to successfully revitalizing. Meaning the door is open to someone saying, "The HOA violated the statute. Hence the revitalization is not valid."
