I live in a small community of eleven buildings with fifty one townhouses. I am looking for some common sense rules and regulations governing golf carts. SC has laws governing the use of golf carts but our Rules and Regulations Committee are looking more specifically for guidance or guidelines for their use in our community. Hopefully, some of you who have had experience with writing rules and regulations concerning golf carts will share your knowledge.

Question? Do you have a golf course and if nor why is there a need for golf carts in a 51 unit complex?

street legal, properly registered, not allowed on common area except roadways.

Common sense is subjective - what seems right to you might not be practical to others.

Why not start with considering what type of problems, if any, you've been seeing in your community? Is it speeding, carts being parked illegally, etc.? A homeowner poll might help you identify patterns and you can start from there. You didn't say if your community is in or next to a golf course, where you'd see a lot of this - if not, look for such communities in your area and see what they have.

There are some golf carts that the CC's of the engine make it eligible to be licensed and registered. I see these all the time
at high-end communities and outside the convenience stores that border these communities. Typically the rule of thumb is all vehicles
need to follow the same laws as a regular motor vehicle. I would tread lightly tho, some may take the inch and go a mile. Do you have a grounds
keeper who uses a golf cart around the property? They might park on the grass to bring tools and supplies to the area they are working on. the same
case for owners who park a golf cart on the sidewalk next to or near their door to bring in groceries.

Actually live in Myrtle Beach which as many know, has a bunch of golf courses. Also as a tourist city, it is common to see golf carts on streets during daylight hours only and only on roadways marked 35 mph or under. A few of our owners live out of state. If they fly in, some would only use a golf cart as a means of transportation. I’m looking more specifically for example, charging the cart. Plug it in to your outdoor outlet with cord laying across the sidewalk. Liability issue? Possibly have rules for having a mat covering the cord as it crosses the sidewalk. Rules addressing electrical hookup’s especially with the rise of EV’s.
