We have a 2nd Internet provider that is interested in building in our gated community. All of our utilities are underground. This company would need to bore new fiber optic cable within our easements. What should we be concerned with other than assurances that any damage or restorations would be handled quickly. (Cracked driveways, damaged sprinkler systems or dog fences) Should we be asking for door fees to this new company to enter our private gated neighborhood? Free Internet and wifi to our clubhouse and pool? Specific uptime guarantees?

They are likely going to piggyback on telephone wire runs. The contractor will fish an FO cable through the existing
telephone underground vaults running the fiber cable parallel to the existing phone line. I wouldn't sweat it much.
If they do have to dig to install new vaults and equipment, just make sure they will make
everything looks like it was undisturbed.

If you have utility easements, you probably have very little to say about this.

Here is our experience:

1: Cut underground electric lines for street lamps, fountains and other lighting. The cable company and utility will argue whose responsibility to repair.
2. Cut irrigation and water lines to residents.
3. Sunken areas requiring fill after the project.
4. Tools, trash, and supplies left around community
5. Trucks driven on areas where they had zero purpose for the project.
6. Poor follow up by the cable company’s for damage.

While not in my community, one community in Indiana had the clowns cutting natural gas lines and were shut down by the city.

In contrast to Dean's experience, we recently had fiber installed in our development.

We only experienced the need to fill some areas that weren't properly tamped down when they filled the hole.

Some owners complained of mulch being disturbed and not put back right. Not really an issue in my eyes but it was mentioned.

Invite owners to mark sprinkler heads with flags, as those are not marked by anyone.

Find out who does the work. Do they subcontract the digging out? When we had cable installed, found out that the Cable company connects to the houses. It was subcontracted out whom buried the cable. We had cable running along the streets for months before it was ever buried.

This is something you all need to negotiate with the contract. I would NOT expect "Free" internet. Best can hope for is no charge for installation. Otherwise your HOA is most likely going to have to pay the cable bill from it's budget if you want it installed at your common areas like clubhouse. Which is something really need to explore. Not sure it's a wonderful thing if people can figure out how to connect to the wifi without paying.
