Our Builder in Miami, Florida has failed to turnover the POA to homeowners since about 2010 when 90% were sold. I see what you mean about the 90% sold, which of course references FS 720.307. If you are certain of your facts, I would write the board a letter explaining that FS 720 requires the board to run elections where owners elect a majority of the directors. Quote verbatim what FS 720.307 says. As needed, write subsequent letters, elevating the tone and level of threat. If you do not know what I mean by "elevating," post back.
