In California As an HOA homeowner can I request a list of all members and addresses?

You can, but unless you state a specific, legitimate reason for the request, it can be denied.

Make sure you read the 2nd reference as well. It does specify that, depending on the record, from that page:

Copying and Redacting Costs. Associations may charge for the cost of copying the requested documents and redacting sensitive information. Directors who request copies can also be charged for the cost of copying.

Proper Purpose. A member's request to inspect records must be for a proper purpose reasonably related to his or her interests as a member of the association. (Civ. Code § 5230), (Corp. Code § 8330, Corp. Code § 8333.) The records belong to the association and any misuse of records by a member may subject the person to legal action for injunctive relief and damages.

Nice. citation form Tim, Jerry. But it's really a good idea to learn your own HA's documents on these topics. Your Bylaws probably state your right to inspect records. Read them.

While an HOA can charge you for them, ours never does nor do I think any w that have such. records on a webssite and merely forward them to you

Ask for the list to be in 'electronic format' and that they email it to you. Shouldn't be any costs at all, if they are using any kind of modern software for your HOA, and if there are - they need to tell you up front.

5205(H) Requesting parties shall have the option of receiving specifically identified
records by electronic transmission or machine-readable storage media as long as those
records can be transmitted in a redacted format that does not allow the records to be
altered. The cost of duplication shall be limited to the direct cost of producing the
copy of a record in that electronic format. The association may deliver specifically
identified records by electronic transmission or machine-readable storage media as
long as those records can be transmitted in a redacted format that prevents the records
from being altered.

So, no need to go to the County, PLUS the association's. Membership List includes the owners name(s), their HOA address, their mailing address, and their email address.

When several of us in my HOA were campaigning with individual owners to approve our restated CC&Rs, this type of list was invaluable.

Yes, HOA's are required to keep a Voters List in CA. BUT it isn't required to contain email addys.
